Charles Wayne Starks was born November 19, 1954 in Ashdown, Arkansas to the parentage of Charles Joseph and Lucille Keener Starks.

Charles was a veteran of the United States Army and a retiree of International Paper. He departed this earthly life on Wednesday, August 9, 2023.

Charles leaves to cherish lasting memories: two children, Natasha Starks, Alesha (Wilbur) Griffin; two grandchildren, Richard Charles Starks and Aveh Griffin; three siblings, Larry Starks, Janet Smith, and Patric Starks; three bonus siblings, Vieanna Austin, Bianca Tobert, and Vincent Jones; the mother of his children, Shelia Griffin; as well as a host of other relatives and friends.
